Lawmakers held a forum Tuesday to discuss a new bill that would ban high-nitrogen fertilizers from being sold in New York.
The state is considering legislation that would mandate that bags of fertilizer contain less than 12 percent nitrogen.
State Sen. Kemp Hannon says he wanted to bring those for and against the proposal together.
"There's been a surprising gulf between the two," says Hannon. "And after hearing a number of comments and meetings from both sides, I said there's only one way to do this."
If the bill passes, it would go into effect next year.
