A plan to allow concrete processing at Thalle Industries' Elmsford site remains on hold.

The Greenburgh Town Board held a public hearing Wednesday night to review the company's site plan, which spans more than 14 acres.

Thalle Industries has waited two years for approval to process concrete after the town said a special permit was required.

Construction workers and others packed the hearing, urging the board to approve the application.

"The process to date has led to proposed improvements such as a secondary entrance to the site for emergency vehicles, fencing around the perimeter of operations, and internal circulation improvements," a company representative said. "The site has been inspected, reinspected and re-permitted by no less than three different building inspectors over a quarter century in this town."

The issue has bounced between the zoning board and town board since the permit requirement was raised.
