Hours of testimony and heated debate highlighted a hearing over the proposed Mott Haven jail site as part of the mayor's plan to shut down Rikers Island.

Borough President Ruben Diaz Jr. raised concerns about the vertical jail's height. He also claims the city neglected to fully take into account alternative sites suggested to the city.

Despite the concerns, those in the packed room had one plan in mind -- to close Rikers Island as soon as possible. A representative from the mayor's office explained they would continue to analyze how they can reduce the size of the structure expected to plant itself at the NYPD tow pound at 141st Street and Concord Avenue.

The representative says the number of people expected to be detained at the site has already decreased due to bail reform.

City officials says all of the borough presidents must vote on the borough-based jail proposal by July 3. The votes, however, are only advisory.
