Gov. Andrew Cuomo is proposing new legislation that would require large insurance companies to cover in vitro fertilization, or IVF, to help those struggling to get pregnant.

It would also require large, small and individual insurance providers to cover medically necessary fertility preservation. An example would be egg-freezing services for women with certain health conditions, including those undergoing cancer treatment who could become sterile.

Angela and Bernard Ritsman, of Massapequa, have been trying to get pregnant since 2012. They did one round of IVF, which cost almost $20,000, and they say they don't have the money to pay for it out of pocket again. Angela says she's not the only one who's gone through this.

Angela Ritsman says she has a few friends who are in similar situations and that some of them also had to pay out of pocket, even with good insurance.

The proposal would require insurance companies to cover three cycles of IVF.

Dr. Linda Sung, of NYU Winthrop Hospital, says the proposal could help a lot of her patients financially, since their biggest barrier to trying to have a child is often money.

The measure could result in a rise in insurance rates, but Ritsman says it's worth it.

According to fertility specialists at NYU Langone Health, 15 percent of people nationwide who want to have a baby are struggling to get pregnant.
