State of the State address expected to touch on tax cap, recreational pot

Cuomo's priorities are expected to include legalizing recreational use of marijuana, making the 2 percent property tax cap permanent, and a possible overhaul of the MTA.

Gov. Andrew Cuomo is set to give his State of the State speech Tuesday at the state Capitol, and some key issues on his agenda are expected to be addressed.
The address will include the Democratic governor's budget presentation, and closely watched will be how much state aid the governor is proposing to give to schools.
Cuomo's priorities are also expected to include legalizing recreational use of marijuana, making the 2 percent property tax cap permanent, and a possible overhaul of the MTA.

The update from the governor comes as the new Democratic majority in the Senate gets to work. It marks the first time in years that Democrats control both houses of the Legislature as well as the governor's office, and lawmakers have already passed a series of bills.
One will allow New Yorkers to vote prior to Election Day at designated polling places in an effort to make it easier for people to vote.
"Those days of waiting on one big line on one day are over," says state Sen. Todd Kaminsky (D-Long Beach). "There's going to be about nine extra days of early voting, including two weekends. People will be able to vote at their convenience."
