State resumes issuing tax refunds

? New York has resumed issuing tax refunds to state residents. Gov. David Paterson (D-N.Y.) delayed payments to people who filed returns in late February and early March.

Officials say the delay was to help the cash-strapped state, which has been embroiled in a budget battle.

The average return takes three to four weeks to arrive in the mail. Those affected by the delay had to wait six weeks.
