Several Long Island communities have banned "open foundations" for homes that were constructed post-Superstorm Sandy.

Open foundations are houses built on stilts that let water flow underneath. Some Sandy victims say they don't want a house on stilts and would prefer a closed foundation that protects their water pipes. 

Other homeowners say they prefer the open foundation and that homeowners should be able to decide for themselves.

The communities that have banned open foundations include Amityville, Babylon, Freeport, Island Park and Lindenhurst.

Officials say the move was meant to encourage the New York Rising program to pay for the enclosures. They say New York Rising had indicated that it would pay for those enclosures if the enclosures were required by local ordinances.

NY Rising hasn't returned calls for comment.
