Some residents are criticizing a federal policy aimed at keeping public housing safe.
They say New York City's 'one strike and you're out' policies break up families and create homelessness.
According to federal guidelines, the policy allows for an entire family to be evicted for one family member's alleged criminal activity.
The city's public housing authority is the largest in the nation, with New York City Housing Authority filing 838 family eviction cases last year.
NYCHA started a pilot program last year that will allow up to 150 people leaving prison to be admitted to public housing to reunite with their families.
