Plans to build an eight-story apartment building in Pelham Bay have residents rallying against what they call overcrowding.

The apartment complex would sit at the corner of Crosby and Roberts avenues above a 99 cent store and other businesses.

Last week, the Department of Buildings rejected the architect's application, saying it didn't comply with zoning and building regulations. The application was returned to the builder, who can revise and resubmit the plan.

Some residents and businesses expressed concern over the project, citing a lack of parking. They worry that the new tenants will further tie up available spots.

Bronx Councilman James Vacca is also against the plan, and he's meeting with residents to discuss the issue.

However, some members of the Pelham Bay Merchants Association believe the development will usher in an economic boom.

Community Board 10 plans to hold a meeting about the project September 6 at 7:30 p.m.
