People say they are receiving an error message on the site today when they try to log on.

Meanwhile, more testimony is expected on the problem that's plagued the website.

The woman in charge of its implementation apologized in front of a House committee.

Health and Human Services Secretary Kathleen Sebelius is facing tough questions about the site's problems and outages.
