SMITHTOWN - The Suffolk SPCA is offering a $2,000 reward for information that helps them track down the owner of a neglected dog found tied up outside the Smithtown Animal Shelter earlier this month.

Chip, a 7-year-old poodle, was extremely emaciated, suffering from a tick-borne illness and covered in fleas when he was found on Aug. 2. He also had an eye infection and unhealthy teeth.

Suffolk County SPCA Chief Roy Gross says it's one of the worst cases of animal neglect he's seen in his 33 years on the job.

"There was fur stuck in between its teeth from chewing on itself. You can imagine how much the dog suffered for such a long period of time," says Gross.

The Smithtown Animal Shelter has surveillance cameras, but officials say the video is not good quality. They are hoping to get new cameras soon.

Officials say Chip is making a remarkable recovery at the Hauppauge Animal Hospital. They hope to find him a home in the coming weeks.
