NORTH BELLMORE - Nassau homeowners who are due property tax refunds have been waiting for months while county lawmakers point partisan fingers at each other over who's to blame for the delay.The homeowners are awaiting checks after successfully challenging their property taxes. According to a letter by County Executive Ed Mangano (R-Nassau), some 17,000 homeowners are owed refunds.Mangano's letter says Democrats are to blame for the delay. His office says Nassau Democrats are refusing to approve $102 million in borrowed funds so the county can pay out the refunds. Democratic lawmakers, however, argue that the county already has $14 million available right now to start issuing the checks.
