WOODBURY - Police have arrested two highway workers they say wrote up multiple phony reports.

HELP workers Brian Miller and Dominick Iannolo are accused of writing down phony reports about services they claimed to have given to drivers who needed assistance. Officials say some entries included license plate numbers of actual drivers who say they never received any help.
