NYPD detective charged with public lewdness incidents on LI

ROCKVILLE CENTRE - Rockville Centre police say an NYPD detective confessed to exposing himself to young girls in the village.

On Friday night, police say Robert Francis, 46, shone a flashlight through a teen girl's window. When she looked out into the backyard, she saw a man masturbating.

On Saturday night, another resident on Sherman Avenue called police to say a suspicious man was in their driveway.

Officers arrived and say the suspect identified himself as an NYPD member. They say Francis confessed to committing similar lewd acts in four Rockville Centre backyards.

They say he told them he would park his car in town, blocks away from where he sought out his victims. Police say he also told them that he had behaved similarly in other neighborhoods.

Police say they have been investigating similar incidents from as far back as early February, where a naked man was seen peering through windows while masturbating.

Police have charged Francis with four incidents: one on Feb. 5, two incidents on Feb. 27 and one more on March 24.

Police say Francis chose his victims randomly and three are under 16 years old.

An NYPD spokesperson tells News 12 that Francis works at Brooklyn's 71st precinct and has been suspended without pay pending an internal affairs investigation. He was given a desk appearance ticket in Rockville Centre and has to appear in three weeks.
