WOODBURY - NIFA will have a new leader on Monday, but critics are questioning the appointment and its timing.
Gov. Andrew Cuomo is overhauling the state watchdog agency, replacing longtime NIFA Chairman Ron Stack with North Hempstead Town Supervisor Jon Kaiman.
Democratic Legislator Judy Jacobs says the timing is unusual.

Nassau County Executive Ed Mangano just released his proposed 2014 budget, which includes a controversial settlement with the police union. Stack had questioned whether it was legal.
Newsday Columnist Joye Brown says it's possible that Cuomo is trying to help Mangano as he fights a re-election campaign against former Nassau County Executive Tom Suozzi. Even though they're both Democrats, Brown says there's been tension between Cuomo and Suozzi.
Cuomo has not returned calls for comment.
