MINEOLA - has reported, the Nassau Legislature is sharply divided along party lines over how to pay for tax refunds that are owed to businesses and residents.Mangano says unless Democratic lawmakers pass the borrowing plan to cover the refunds, he will furlough all nonessential employees, close nonessential county offices on Mondays and eliminate the county's Youth Board. He says he'll also close the county's Office of Mental Health, Chemical Dependency and Developmental Disabilities Services and eliminate the red-light camera fund. Democrats argue that they won't be bullied into approving more borrowing. They say the county should instead deal with its fiscal problems instead of spending money it doesn't have.Legislation would give Mangano authority over cost-cuttingMangano: Tax hike likely if borrowing plan rejectedHomeowners call on Nassau to pay $102M in tax challenges
