LONG BEACH - City of Long Beach officials have issued six summonses to a local management company over the squalid conditions of an apartment building.

Samson Management is accused of neglecting repairs at 10 Monroe Blvd. Tenants say the building is a safety hazard with crumbling walls, exposed pipes and loose terrace railings. The elevators have also been out of service for nine months, trapping elderly and disabled tenants in their apartments.

City officials say they will also impose fines for code violations and seek a court order to compel the landlord to make the necessary improvements.

Calls to Samson Management have gone unreturned.
