LONG BEACH - Officials say a Long Beach City councilman has been charged with stealing more than $14,000 in unemployment benefits.A grand jury indicted Michael Fagen, 55, yesterday. Prosecutors say Fagen never reported his government job to the Labor Department while collecting benefits. They say he began collecting $405 per week in unemployment in 2009 and continued to cash those checks without informing the state of his $20,000 salary upon being elected. Marc Gann, Fagen's attorney, says he has e-mail proof that his Democratic client was set up by Republicans of the previous administration. Gann claims there "were factions within the government" that didn't like Fagen.If convicted of all charges, the councilman faces up to seven years in prison.
