MINEOLA - Nassau County Executive Ed Mangano's newly released $3-billion budget does not include a property tax hike, but critics say that's where the good news ends.Mangano's 2013 budget doesn't call for new property taxes or layoffs. His senior policy advisor, Brian Nevin, says the administration has already cut the county workforce by 20 percent or more than 1,000 positions, which he says has brought county costs down. But Democrats say Mangano's 2013 budget comes with a slew of back-door taxes and hidden fees, requiring businesses like carpet cleaners, home decorators and electricians to get licensing permits that will cost hundreds of dollars.
