WOODBURY - ? There are new calls for LIPA to explain why it spent millions of dollars on a hurricane that never hit Long Island.

The power authority spent more than $30 million preparing for Hurricane Earl last year.

According to Newsday, state Comptroller Tom DiNapoli demands that LIPA give him records of how it used the cash.

DiNapoli is questioning whether the proper controls are in place at LIPA to prevent unnecessary spending.
