ASPCA arrests Anthony Martin, Rafael Lugo in separate Bronx animal cruelty cases

Officials say the men are facing between one and two years behind bars. (5/10/13)

THE BRONX - The ASPCA has arrested two people in separate animal cruelty cases in the Bronx.

Officials say 46-year-old Anthony Martin mistreated his 10-month-old dog named Finley. The pooch weighed less than 38 pounds when he was taken from Martin's home back in February.

Bronxdale resident Rafael Lugo, 59, is accused of abandoning two cats he was pet-sitting in an alley near his home. The cats have not yet been found.

Martin faces up to a year behind bars, and Lugo is facing two years.
