The City Council is expected to vote on a bill to limit the number of ride-hailing vehicles provided by companies like Uber.
The vote is expected Wednesday.
Regulations to limit ride-hailing services like Uber and Lyft has been discussed as a remedy to ease traffic in the city. 
Uber Regional Manager of New York City Sarfraz Maredia says the cap could potentially impact millions of New Yorkers who rely on the services.
"What it will do, it hurt outer-borough New Yorkers who have limited access to public transit and to the subway," Maredia says.
If passed, the bill would stop the issuing of new for-hire vehicle licenses.
Mayor Bill de Blasio first called for a cap of ride-hailing services in 2015.
The bill did not pass.
