CDC guidelines say there must be a 14-day decline in the rate of hospitalizations before a state can reopen.

Gov. Cuomo outlines data points for NY unpausing: 'Protect and respect the essential workers'

Gov. Andrew Cuomo laid out a data driven structure for reopening New York during his COVID-19 briefing on Tuesday – this one taking place in Upstate Medical University in Syracuse.
Of the listed data points was the CDC’s guideline that there must be a 14-day decline in the rate of hospitalizations. It also included a rigorous testing and tracing system that is currently being developed by former New York City Mayor Michael Bloomberg.
The governor says that protecting and respecting essential workers is also key to the reopening – making sure they have all they need when the pandemic ends.
Gov. Cuomo says 335 New Yorkers died yesterday due to COVID-19. There were also 900 new infections. But overall, he says that “the numbers are coming down.”
