Superstorm Sandy victims say they continue to struggle and wait for federal aid while making mortgage payments on homes they can no longer live in.

As News 12 has reported, lawmakers approved nearly $1 billion for Long Island homeowners. NY Rising, the state program that oversees the distribution of funds, has so far given out only about a tenth of that money.
