Law enforcement officials in Monmouth County say that a serial cat killer is on the loose.

Law enforcement officials in Monmouth County say that a serial cat killer is on the loose.
“We are talking two horrific deaths of two innocent cats that we found with extraordinarily horrific, horrific injuries,” says Monmouth County Chief SPCA Officer Ross Licitra.
Licitra says that at least two male cats were found beaten and placed on top of garbage can lids on the 1200 block of Grand Avenue in Asbury Park. The cats were found earlier this week.
“Both of these cats were very, very cruelly killed. They were beaten up pretty bad, way beyond the fact of an animal that would be hit by a car. We would know that,” Licitra says.
Investigators tell News 12 New Jersey that they are looking into the deaths of other cats in the neighborhood to see if there is a connection.
Licitra says that he wants to see recent animal cruelty legislation proposed by state Sen. Declan O’Scanlon passed into law. O’Scanlon introduced “River’s Law” after a dog was put in a cage and left to drown at the water’s edge at high tide.
The law would increase the penalty for people convicted of animal cruelty.
Asbury Park police say that they are following up leads and hope to make an arrest soon.
